Historical context

The origins of Western Horary Astrology are lost in the mists of time, although mention of it appears from the 5th century, it became very popular between the medieval and early modern period : from  the 8th through the 17th centuries.

It was found to be very useful considering many people did not know their birth time and still wanted to benefit from astrology. It is  a meticulous form of astrology, which was considered a science at its zenith. For those who use it today it is  appreciated for its rigour and accuracy.

The astrologer William Lilly in the 17th century used it to such great effect he found himself  on trial as a suspect for predicting the great fire of  London. Luckily because he could prove his skill as an astrologer he was acquitted.

The same is said for another famous astrologer, Evangeline Adams who was tried in 1905 for "fortune telling" but  acquitted when she revealed unknown details of the judges son through her astrological skill.  The judge stated she "had raised astrology to an exact science." She used her own version of horary and had clients in the thousands, predicting the date the USA would enter the second world war, several years prior to the event.
